Marley, P.E., Public Works Director <br /> SUBJECT: Resolution Authorizing Stipulated Agreements 1855 and 1829 Concerning <br /> Safety Improvements at the At-Grade Crossings with the CSX Railroad at 27th <br /> Street and Ocean Trail Road <br /> City Project 2015-05, Section No. 15-00505-00-FP <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the following: <br /> 1. Resolution appropriating $50,000 in Motor Fuel Tax(MFT) funds for City Project 2015-05 to <br /> improve the approaches to the at-grade crossings of 27th Street and Ocean Trail Road with the <br /> CSX Railroad. <br /> 2. Resolution authorizing Stipulated Agreement 1829 between the Illinois Commerce <br /> Commission(ICC), CSX Transportation(CSX), the City of Decatur, and the Illinois <br /> Department of Transportation(IDOT)to complete safety improvements at the Ocean Trail <br /> Road at-grade crossing with the CSX railroad tracks. <br /> 3. Resolution authorizing Stipulated Agreement 1855 between the Illinois Commerce <br /> Commission(ICC), CSX Transportation(CSX), the City of Decatur, and the Illinois <br /> Department of Transportation(IDOT)to complete safety improvements at the 27`h Street at- <br /> grade crossing with the CSX railroad tracks. <br /> PRIOR COUNCIL ACTION: <br /> There have been no prior Council actions on these Stipulated Agreements. <br /> BACKGROUND: <br /> The Illinois Commerce Commission has evaluated the at-grade crossings with the CSX railroad at <br /> 27th Street and Ocean Trail Road (see attached location map) and has recommended safety <br /> improvements at each location to include the installation of warning lights and gates along with <br /> improvements to the north approaches at each crossing. The railroad improvements to install <br /> gates and flashers at the 27`h Street crossing will require the City to install a new interconnection <br /> between the traffic signals and the CSX controller. This work will be performed by the City at an <br /> estimated cost of$27,000 with 100% reimbursement from the Grade Crossing Protection Fund. <br /> Page I 1 <br />
