The City is normally requested to pay 10% of safety improvement costs at railroad crossings, <br /> which in this instance would be approximately$52,000. The Stipulated Agreements proposed <br /> herein require the City to complete pavement improvements on the north approaches at each <br /> crossing in lieu of a direct payment to the ICC. The cost of the improvements to be completed by <br /> the City is expected to be at or below the 10% share that is normally required. These agreements <br /> allow the City to realize actual pavement improvements at the crossings as our contribution. The <br /> City's improvement work will consist of repaving the north approaches with slopes conforming to <br /> State standards and the installation of the appropriate pavement markings to delineate the <br /> crossings. These improvements will be designed by City staff and approved by the ICC, CSX and <br /> IDOT. <br /> BUDGET AND STAFFING IMPLICATIONS: <br /> Budget Impact: It is recommended that $50,000 be allocated in the City's Motor Fuel Tax fund <br /> to pay for the City's crossing approach improvements to be completed as part of the Stipulated <br /> Agreements. <br /> Staffing Impact: Staff time has been allocated for this work. <br /> POTENTIAL OBJECTION: There are no known objections to these Stipulated Agreements. <br /> INPUT FROM OTHER SOURCES: Illinois Commerce Commission, CSX Transportation and <br /> the Illinois Department of Transportation. <br /> STAFF REFERENCE: Richard Marley, Public Works Director, and Matt Newell, City <br /> Engineer.
