APPENDIX A <br /> SUMMARY OF PRIOR COUNCIL ACTIONS <br /> • June 6, 2011 —Council approved Resolution R2011-82 authorizing Change Order#1 to <br /> the agreement with Homer L. Chastain &Associates, LLP to provide a traffic analysis of <br /> the downtown street system. The Resolution authorized the expenditure of up to $12,000 <br /> which is added to the original agreement amount of$444,626.28 for a total of$456,626.28. <br /> • June 6, 2011 —Council approved Resolution R2011-83 authorizing the purchase of <br /> pedestrian street light poles and luminaires to be installed as part of the Water Street <br /> Streetscape project. The expenditure was $106,786.75 to purchase 40 pedestrian street <br /> light poles and luminaires. <br /> • July 5, 2011 —Council approved Resolution R2011-103 authorizing a contract in the <br /> amount of$769,808.90 for City Project 2010-14,Water Street Streetscape Enhancement <br /> Project—Phase 1, to Otto Baum Company, Inc. as the lowest qualified bidder. <br /> • June 20, 2011 —Council approved Resolution R2011-94 authorizing an Agreement with <br /> Homer L. Chastain&Associates, LLP to provide preliminary engineering services for the <br /> Franklin Street portion of the Downtown Streetscape and Open Space Enhancement <br /> Program. The Resolution authorized the expenditure of up to $166,372. <br /> • July 5, 2011 —Council approved Resolution R2011-103 authorizing a contract in the <br /> amount of$769,808.90 for City Project 2010-14,Water Street Streetscape Enhancement <br /> Project—Phase 1, to Otto Baum Company, Inc. as the lowest qualified bidder. <br /> • October 3, 2011 —Council approved Resolution R2011-155 authorizing an amendment to <br /> the design services agreement between the City of Decatur and Homer L. Chastain & <br /> Associates to design improvements to South Main Street and South Franklin Street <br /> between Wood Street and Cleveland Avenue for an additional fee of$29,657 which is <br /> added to the current authorized fee of$101,774 for a total not to exceed fee of$131,431. <br /> • October 17, 2011 —Council approved Resolution R2011-137 the expenditure of <br /> $167,075.95 to purchase 60 pedestrian street light poles and luminaires along with 1 <br /> lighted bollard and 5 unlit bollards to match the pedestrian street lights for use on Phase 2 <br /> of the Water Street Streetscape project. <br /> • October 17, 2011 —Council approved Resolution R2011-165 authorizing a contract in the <br /> amount of$2,026,812.30 for City Project 2011-14, Water Street Streetscape Enhancement <br /> Project—Phase 2, to Kinney Contractors, Inc. as the lowest qualified bidder. <br /> • October 17, 2011 —Council was given a presentation on the proposed Main Street <br /> streetscape design. This included the presentation of a traffic analysis of Main Street after <br /> the proposed improvements are completed showing a decrease in traffic speeds which were <br /> not deemed to be excessive. The presentation also included a preview of proposed <br /> streetscape improvements for Lincoln Square, Merchant Street and Prairie Avenue. <br /> • December 19, 2011 —Council was given a presentation on the proposed Main Street <br /> streetscape design which included Lincoln Square, Merchant Street and Prairie Avenue. <br /> Page 14 <br />
