APPENDIX A <br /> SUMMARY OF PRIOR COUNCIL ACTIONS <br /> • February 6, 2012—Council approved Resolution R2012-06 authorizing the purchase of <br /> various street light poles and luminaires from Sternberg Lighting to be installed as part of <br /> the Main Street Streetscape Enhancement project. The Resolution authorizes the <br /> expenditure of$243,713.28. <br /> • February 21, 2012—Council approved Resolution R2012-28 authorizing a contract in the <br /> amount of$4,087,534.04 for the Main Street Streetscape Enhancement Project, City <br /> Project 2010-17, to Feutz Contractors, Inc. as the lowest qualified bidder. <br /> • February 21, 2012—Council approved Resolution R2012-31 authorizing an Amendment <br /> to the Agreement with Massie Massie&Associates for the Downtown Streetscape and <br /> Open Space Enhancement Program adding $72,000 for a total Agreement amount of <br /> $240,000. <br /> • March 19, 2012—Council approved Resolution R2012-54 authorizing Amendment #3 to <br /> the Agreement with Phillip W. Cochran in the amount of$18,500 to provide preliminary <br /> design services for the Central Park phase of the City's downtown streetscape <br /> enhancement program for a total Agreement amount of$417,738.43. <br /> • March 19, 2012—Council approved Resolution R2012-55 authorizing an Agreement with <br /> the State of Illinois and R2012-56 authorizing an agreement with Homer L. Chastain& <br /> Associates, LLP for final design services for the Franklin Street portion of the Downtown <br /> Streetscape and Open Space Enhancement Program. The Resolution authorized the <br /> expenditure of up to $228,892, 80%of which will be reimbursed by the State ITEP grant <br /> for Franklin Street. <br /> • May 7, 2012—Council was given a presentation on the proposed streetscape <br /> improvements for Central Park and Franklin Street. The presentation included discussion <br /> on the current downtown streetscape enhancement work and the proposed schedule for <br /> future work. <br /> • May 21, 2012—Council approved Resolution R2012-111 authorizing an$82,411.57 <br /> design services agreement with Phillip W. Cochran Engineering to provide final design <br /> services for the Central Park phase of the City's downtown streetscape enhancement <br /> program. <br /> • July 16, 2012—Council approved Resolution R2012-143 appropriating$80,000 in Motor <br /> Fuel Tax Funds to pay the City's 20% share of the preliminary and final design work for <br /> the Franklin Street Streetscape project. <br /> • July 30, 2012—Council approved Resolution R2012-149 rejecting all bids for the Franklin <br /> and Main Streets Reconstruction and Rehabilitation project, City Project 2010-13. <br /> • July 30, 2012—Council approved Resolution R2012-150 authorizing an amendment to the <br /> design services agreement between the City of Decatur and Homer L. Chastain& <br /> Associates to design improvements to South Main Street and South Franklin Street <br /> between Wood Street and Cleveland Avenue for an additional fee of$10,000 which is <br /> added to the current authorized fee of$131,431 for a total not to exceed fee of$141,431. <br /> Page 15 <br />
