Flow line erosion and infiltration stains are readily visible.
Table 1. Probable Cost of Union Street Sewer Rehabilitation
Description Probable Cost
Construction Estimate $6,750,000
Design Engineering Cost $297,000*
Construction Engineering Estimate $500,000
Total $7,547,000
* The design cost is the current proposal from BGM and is approximately 4.4%of the total
construction estimate.
The increased damage may require that most of the sewers be lined whereas the original plan was to line
limited segments and inject chemical grout into the remaining areas of the sewer. The need to line the
sewers increases costs significantly. The scope of services provided by BGM contains additional
televising to fully inspect the sewers with the updated high definition cameras which will provide a more
thorough picture of the sewer's condition and enable the proper rehabilitation strategy to be applied.
The 7`h Ward Sewer in particular is old and extends under many buildings, including at least four on the
Millikin University campus.
Design work for the McKinley Avenue and 701 Ward sewers is to be completed by the end of the year
with construction to begin summer of 2016. As with the Lake Shore Drive Sewer and the Union Street
Sewer, it is proposed that a low interest loan be secured through the Illinois Environmental Protection
Agency to fund the design and construction costs. The additional televising included in the scope of
services will be included as part of the design costs and therefore will be part of the loan. Due to the
savings realized in the Lake Shore Drive and Union Street sewer projects, the added cost for the
McKinley Avenue and 7`h Ward sewers are still within the overall cost projected at the outset of the
planned critical sewer work.
Page 15
