Funding for this project is from the Sanitary Sewer
Fund which is supported by the sewer user charge. All design costs are reimbursable by the IEPA after
the loan application is approved and construction starts. The total cost for design will be added to the
total construction loan amount and repaid over the 20 year term of the loan.
Revenue to repay the loan is provided by increases in the Sanitary Sewer User Fee. The User Fee rates
were increased $0.12 per year for five years by the City Council on February 7, 2011. The fifth and
final rate increase will take effect on May 1, 2015. This will take the rate to $0.94 per 100 cubic feet
(748.5 gallons) of water used.
Staffing Impact: Staff time is allocated to manage and review the design of the Union Street Sewer.
This memorandum was prepared by Matthew C.
