PUBLIC WORKS MEMORANDUM
NO. 2015-11
DATE: March 10, 2015
TO: Honorable Mayor McElroy and City Council Members
FROM: Gregg D. Zientara, Interim City Manager
Richard G. Marley, P.E., Public Works Director
SUBJECT: Resolution for a Software License Agreement with Human Capital
Development, LLC for ePrismSoft
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the attached resolution authorizing the
execution of a Software License Agreement with Human Capital Development, LLC to assist in
expanding the City's ability to reach minority contractors, and to track and report on minority
participation in the City's contracts. The yearly licensing cost is $25,000.
PRIOR COUNCIL ACTION:
March 2, 2015—The City Council approved Ordinance No. 2015-07, creating Article 10 in
Chapter 28 of the City Code titled Minority Participation Goals for Public Works Contracts.
This new article set minority participation goals at 10%of the dollar amount of public contracts
and 18% of total hours worked being performed by minority workers.
BACKGROUND:
In order to comply with the changes in the City Code pertaining to the participation of minority
businesses and workers in Public Works contracts, the Public Works Department approached
Human Capital Development (HCD) which maintains a database of minority businesses in
Central Illinois. The City and County of Peoria, City of Springfield, and City of Champaign all
have similar minority hiring goals and have retained the services of HCD. HCD utilizes a web-
based software project management and minority business database called ePrismSoft to track
minority participation in projects and connect the City directly to minority businesses in project
advertisements for bidding opportunities.
Contractors will be required to use the ePrismSoft portal to enter their payroll to track
compliance with the Illinois Prevailing Wage law and also compliance with the City's minority
participation goals. The ePrismSoft system will allow the City to closely track the compliance of
each contractor and subcontractor participating in public works contracts.
SCHEDULE: Upon approval by the City Council, City staff will immediately begin to
implement the ePrismSoft reporting as part of all Public Works contracts.
Page I 1
