Marley, P.E., Public Works Director <br /> SUBJECT: Resolution Accepting the Bid and Approving the Authorization of a Contract <br /> for Transfer House Structural Repairs <br /> City Project 2013-27 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution accepting the bid and <br /> awarding the contract for the Transfer House Structural Repairs project, City Project 2013-27,to <br /> 4MC Corporation, as the lowest, responsible bidder in the amount of$63,575, and that the <br /> Mayor be authorized to execute the contract, and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> March 5, 2007—Council approved Resolution 82007-30 authorizing a contract with Otto Baum <br /> Company, Inc. to perform the Transfer House Renovation Project, City Project 2007-04, for an <br /> amount not to exceed $482,600. This project replaced the roof tiles of the Transfer House. <br /> BACKGROUND: <br /> Failing Roof Structure <br /> In 2013, City staff discovered that the two structural truss beams supporting the Transfer House <br /> roof were sagging. The City obtained the services of the Farnsworth Group of Bloomington, IL <br /> to review the transfer house roof support structure and recommend repairs. The Farnsworth <br /> Group has structural engineers and architects with experience in the restoration of historic <br /> structures and experience with the Transfer House. <br /> While the review and design process proceeded, the Public Works Department installed <br /> temporary support columns under the two failing roof trusses to prevent further sagging which <br /> could lead to significant damage to the roof of the building. <br /> A structural engineer with the Farnsworth Group evaluated the condition of the roof trusses and <br /> confirmed their weakened condition. The truss failure is caused by the age of the wood in the <br /> lower chord of the truss which has dried and lost tensile strength. Without repair, a significant <br /> dynamic load such as high winds or a heavy snow load could cause catastrophic failure of the <br /> roof. The temporary support columns reduce this possibility but permanent repairs are <br /> necessary. <br /> Page I 1 <br />
