Exhibit A
b. Intersection Turning Movement Counts. The AECOM team will collect up to 12
intersection turning movement counts during the a.m. and p.m.peak hours. The a.m.
and p.m. peak hours will be determined using data from the 24-hour traffic counts
(described in the previous sub-task). In order to efficiently utilize the data collection
time/budget,the project team proposes to collect the turning movements at each
location for one hour in the a.m. peak hour, and one hour in the p.m. peak hour. In
total,a maximum of 12 locations will total 24 hours of intersection turning movement
data. This task also includes additional time for the project team to enter/review data in
an Excel format for further analysis.
2. Update 2040 Socioeconomic Data. Following a review of current planning documents, and the
initial round of stakeholder meetings, the project team will review the need to update the 2040
socioeconomic data. Based on the input received, the project team could refine the model data
to reflect increased economic activity within the MIP study area.
3. Run Travel Demand Model. The project team will run the travel demand model to evaluate
potential capacity improvements within the MIP study area. At a minimum, it is anticipated that
the model will be used to evaluate the Beltway,Ash Avenue extension, and a Woodford Avenue
extension. The model results will be analyzed and incorporated into the more detailed
intersection and corridor analysis that will be performed by project team for the MIP study area.
The project team will run a future year scenario that uses the current 2040 DUATS
socioeconomic data,or the revised 2040 MIP data if necessary. The primary output from the
regional model will be future year traffic volumes and a planning level volume-to-capacity(level
of service)analysis.
4. Run Synchro(intersection and corridor). The project team will utilize the Synchro software to
evaluate intersection level of service at key intersections within the study area. The project
team will input the a.m. and p.m. peak hour intersection turning movements that will be
collected as part of the MIP study. The data will be used to describe existing transportation
conditions and intersection level of service. Results of the regional travel model, and input from
the stakeholder meetings, will also be used to develop future year intersection turning
movements. The project team will modify the intersection turning movements as needed to
reflect potential improvements,or intersection geometric improvements,to key intersections,
or to reflect possible new roadways,or roadway connections. Synchro will be used to present
existing and future year level of service results and will also be used as an input to SimTraffic.
SimTraffic will be used to display the impacts/benefits of potential improvements and will also
be used to develop network wide measures of effectiveness that will be used to identify priority
projects.
5. Run RTC Model. The project team will utilize the existing RTC model to evaluate at-grade rail
crossing delays within the MIP study area. Based on the future year development
plans/assumptions,the project team will develop a possible future year rail scenario. The future
year rail scenario will be developed in conjunction with local officials as there are several factors
that could influence a future year rail scenario (i.e.,increased train length, additional trains,
adjusted train schedules,etc.). The future year rail scenario will be used to help the project
team determine if potential grade separations might be evaluated as part of the CIP.
A-4
