Y 1
Exhibit A
6. Analyze Model Results. The project team will incorporate the model results into the traffic
impact analysis that will be completed as part of the MIP Transportation Plan. Transportation
system impacts relating to any proposed freight development, such as added truck traffic,
roadway/rail crossing impacts, and added air traffic will also be analyzed. The project team will
document model assumptions and results in a technical document that will be included as an
appendix to the MIP Transportation Plan.
Task 03000—Conduct Traffic Impact Analysis
The project team will conduct a traffic impact analysis that will help identify existing and future year
transportation deficiencies within the MIP study area. The traffic impact analysis will also evaluate
potential transportation improvements and help prioritize improvements for further evaluation as part
of the MIP CIP. The project team will complete the following work as part of this task:
1. Describe Regional Context and Development Opportunities. The MIP Transportation Plan will
detail existing and anticipated transportation conditions and suggest improvements to enhance
multi-modal freight integration and development within Decatur and the general Central Illinois
region. The transportation plan will build on IDOT's Freight Mobility Plan to enhance freight
movement on the local, regional, and state levels and suggest ways for the Central Illinois region
to capitalize on these trends. The project team will utilize available data to quantify,or address,
the following:
• Inland Port of Entry multimodal freight movements of containerized goods.
• Domestic freight movements of containerized goods.
• Freight movement of bulk goods.
• Facilities to support redistribution of goods to markets in the Central United States.
Examples of services offered by such facilities would include warehousing,trans-loading,
cross-docking and consolidation/de-consolidation.
• Identifying transportation connectivity enhancements relating to, regional agriculture,
food products, manufacturing and energy production shipments.
• Identify other industries whose transportation needs best align with freight offerings at
the MIP to achieve volume economics.
The results of this analysis will help determine the potential future year economic development
opportunities with the MIP study area. This information will be used to potentially modify the
socioeconomic data for the regional travel demand model.
2. Summarize Existing Conditions. The project team will document current development patterns
and land use within the MIP study area. Current transportation services, general travel
patterns, and freight (truck and rail) movements within the MIP study area will be described.
This analysis will be multi-modal and will include discussion of roadways,transit,non-motorized,
A-5
