Exhibit A
and freight(truck and rail). Existing roadway ADT's, intersection turning movements at key
locations, and level of service results will be documented. Existing transit routes and bus stops
that serve the MIP study area will be identified and considered in the planning process. Non-
motorized facilities that intersect the MIP study area will also be identified and considered for
potential impacts. Truck volumes and rail freight activity will be summarized
3. Summarize Future Year Conditions. Utilizing the model results, the project team will document
future year conditions within the MIP study area. The future year conditions analysis will
document development and traffic(roadways and rail)assumptions used for the evaluation.
Future year level of service analysis will be conducted to determine which projects are most
effective in addressing the MIP goals and objectives. Planned transit and non-motorized
improvements will be identified and potential opportunities to enhance these modes (i.e.,
improved connectivity, improved safety, etc.)will be documented.
4. Level of Service Analysis. The project team will use Synchro (consistent with Highway Capacity
Manual procedures)to identify intersection level of service(LOS) and delay results within the
MIP study area. The LOS analysis will be based on the one-hour a.m.and p.m. peak intersection
turning movements that will be collected by the project team. LOS results will be conducted for
both existing and future year conditions. Turning movements will be adjusted accordingly to
reflect potential geometric improvements at key intersections in the MIP study area. LOS
results will be included in the report appendix.
Following the Synchro analysis,SimTraffic will be used to simulate realworld conditions.
SimTraffic is a microscopic model used to simulate a wide variety of traffic controls. Each vehicle
in the traffic system is individually tracked through the model and comprehensive operational
measures of effectiveness are collected on every vehicle during each 0.1-second of the
simulation.SimTraffic measures the full impact of queuing and blocking and can be used for
simulation to generate reports,or simply for animation purposes. To improve accuracy,
multiple SimTraffic runs will be conducted and averaged to reduce the variability in results. It is
anticipated that the project team will conduct 5 model simulation runs for the MIP
Transportation Plan analysis.
5. Traffic Impacts Related to Freight/Economic Development. The project team will document the
potential traffic impacts related to freight and anticipated economic development within the
MIP study area. The result of this analysis will be the development of various alternative
transportation improvements for the region to capitalize on multi-modal freight development In
Decatur and the region. As appropriate, this discussion will include best practices to ensure the
recommendations support the economic vitality of the area, emphasize the preservation of the
existing transportation system, enhance integration and connectivity of the transportation
system, and promote efficient management and operation of the multi-modal transportation
system.
A-6
