Exhibit A
Task 04000—Document Needed Transportation Improvements
The AECOM team will utilize the results from the previous tasks to document the needed transportation
improvements. This task will prioritize improvements that:
• Support the economic vitality of the area by identifying opportunities to leverage regional,
national and global factors that could enhance freight development within the Decatur region.
• Emphasize the preservation of the existing transportation system through improved
maintenance
• Promote efficient management and operation of the transportation hub in Decatur to best
enable the region to achieve volume economics resulting from enhanced multi-modal
development.
• Identify missing links to add and barriers to remove to provide an integrated system of freight
transportation in Decatur offering a_full range of freight transportation options.
The project team will complete the following work as part of this task:
1. Identify Conceptual Improvements. Using the results of the existing and future year scenario,
the project team will identify a range of conceptual improvements to address the transportation
and freight needs within the MIP study area. The conceptual improvements will be developed
to address the overall goals and objectives of the MIP Transportation Plan. An initial list of
potential improvements will be discussed with the City, County and other appropriate
stakeholders. Additional transportation improvement concepts could be identified for analysis.
2. Evaluate Conceptual Improvements. The project team will utilize the model data, existing
conditions analysis, and the future year conditions analysis to evaluate the conceptual
improvements. Feedback from the stakeholder meetings will also be factored into the
evaluation process. The project team will document how the individual projects address the
overall MIP goals and objectives.
3. Identify Priority Needs/Projects. The project team will document the priority improvements
within the MIP study area. This task is intended to identify a sufficient level of detail that can be
used to guide the CIP development process. The MIP Transportation Plan will:
• Determine number of lanes required on major corridors within the MIP study area to
achieve an acceptable level of service
• Determine the need for potential 1-72 interchange improvements to achieve an acceptable
level of service and enhance regional connectivity to the MIP study area
• Determine the impacts/benefits of potential new roadway connections within the MIP study
area (specifically,do the transportation infrastructure improvements support new economic
development opportunities within the area)
• Determine frequency of train blockages and the potential need for grade separated facilities
in the MIP study area
A-7
