Exhibit A
Task 07000—Develop Needed Infrastructure Improvements
The infrastructure improvements identified in the MIP Transportation Plan will be developed in order to
determine right-of-way requirements, utility impacts, preliminary environmental impacts, and to
develop a preliminary cost estimate. A detailed topographic survey will not be included.Work will
include the following:
1. Review transportation plan summary.
2. Develop roadway templates.Templates will include provisions for non-motorized facilities
where identified in the transportation plan.
3. Perform alignment studies by plotting proposed roadway alignment on base sheets in
accordance with IDOT geometric requirements.Adjust alignments to minimize impacts to
utilities, right-of-way,and potentially sensitive environmental areas. Identify any areas that are
designed at less than IDOT guidelines.
4. Develop preliminary quantities.
a. Roadway related items
b. Right-of-Way/Easements
Task 07500—Develop Infrastructure Improvements for Additional Locations
This task will include the development of infrastructure improvements for additional areas identified in
the MIP Transportation Plan.Tasks will be similar to those identified under Task 07000.
Task 08000—Pavement Analysis
A pavement analysis will be performed. Information obtained during the transportation study phase will
be used to perform the following tasks:
1. Identify possible routes for vehicles exceeding current allowable load limits.
2. Prepare program level cost estimates for identified pavement improvements.
Task 09000—Grade Separation Analysis
The need for any grade separations will be determined as part of the Transportation Study where the
frequency of conflicts between trains and motorists will be evaluated. One potential location for a grade
separation structure would be the current at-grade crossing of the two Canadian National (CN) Railway
tracks at 27`h Street near the Midwest Inland Port. It will be assumed that a grade separation study will
be prepared for this location.
Due to the vertical clearance requirements for an overpass, normally the length to roadway touchdown
would be longer for an overpass than an underpass. However, the construction of an underpass would
have a greater impact on railroad operations. The existing drainage ditch running along the south side of
the CN tracks may also present a problem for the construction of an underpass. There are several
A-10
