Exhibit A
entrances to various facilities near the crossing and maintaining access will be a challenge for either an
overpass or an underpass. Frontage roads may be necessary in order to access these facilities from 27th
Street at a point further away from the grade separation.Touchdown of an overpass or an underpass
must occur before E.Parkway Drive to the south and Kile Street to the north in order to avoid any re-
work of those intersections with 27th Street.
It is assumed that funds are not available from this study for the City of Decatur to enter into an
agreement with the Canadian National Railway so that the railroad can review and approve any
preliminary plans for a grade separation. It is also assumed that funds will not be available to obtain soil
borings at the crossing and preliminary concepts will be developed without geotechnical information,a
detailed survey,or a Structure Geotechnical Report (SGR).
Preparation of a grade separation study will include the following tasks:
1. Establish roadway template for the grade separation.
2. Establish the span configuration for an underpass.
3. Determine the depth of superstructure for an underpass. (Railroad bridge)
4. Develop the roadway profile for an underpass with a minimum vertical clearance of 14'-9".
5. Evaluate options for retaining wall and abutment type for the underpass.
6. Evaluate construction options for an underpass. Railroad review is not anticipated as a part of
this study.
7. Evaluate options for drainage of the underpass.
8. Evaluate impacts of an underpass to businesses and side street access.
9. Develop preliminary quantities for an underpass.
10. Develop preliminary cost estimate for an underpass.
11. Establish span configuration for an overpass.
12. Determine the depth of superstructure for an overpass. (Highway bridge)
13. Develop the roadway profile for an overpass with a minimum vertical clearance of 23'-0"over
the tracks.
14. Evaluate options for retaining wall and abutment type for the overpass.
15. Evaluate construction options for an overpass. Railroad review is not anticipated as a part of this
study.
16. Evaluate impacts of an overpass to businesses and side street access.
17. Develop preliminary quantities for an overpass.
18. Develop preliminary cost estimate for an overpass.
Task 10000—Sanitary Sewer Improvements
The need for sanitary sewer improvements for future developments will be evaluated. Information
obtained during the transportation study phase will be used to perform the following:
A-11
