E.,Public Works Director <br /> SUBJECT: Resolution Approving an Agreement with the URS Corporation for <br /> Preparation of the Midwest Inland Port Transportation Plan and Capital <br /> Improvements Plan. <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolution authorizing the Mayor <br /> to sign and the City Clerk to attest a Professional Engineering Services Agreement between the <br /> City of Decatur and the URS Corporation of Decatur, IL, for the not-to-exceed amount of <br /> $430,000 to prepare the Midwest Inland Port Transportation Plan and Capital Improvements <br /> Plan. <br /> PRIOR COUNCIL ACTION: <br /> • September 29, 2014—City Council approved Resolution 82014-110, authorizing an <br /> Intergovernmental Agreement with the Illinois Department of Transportation providing <br /> $180,000 for Midwest Inland Port Study. <br /> • October 20, 2014—City Council approved Resolution R2014-126, authorizing an <br /> Intergovernmental Agreement with the Illinois Department of Commerce and Economic <br /> Opportunity providing$250,000 for the Midwest Inland Port Study <br /> BACKGROUND: <br /> The Illinois Department of Commerce and Economic Opportunity(DCEO) and the Illinois <br /> Department of Transportation (IDOT)have agreed to provide grant funding to the City of <br /> Decatur to prepare a Midwest Inland Port Transportation Plan and a Capital Improvements Plan <br /> to Implement the Transportation Plan for the City. The general area to be studied is shown on <br /> Exhibit 1, attached. This planning project consists of two distinct parts conducted sequentially, <br /> generally described as follows: <br /> 1. Midwest Inland Port(MIP) Transportation Plan. The focus of this work is to prepare a <br /> transportation plan for the MIP analyzing existing facilities and suggesting improvement <br /> opportunities for multi-modal freight hub development in Decatur and the Central Illinois <br /> region. The plan will identify missing links to add and barriers to remove to provide an <br /> integrated system of freight transportation in Decatur offering a full range of freight <br />
