This work will be 80% funded with Federal transportation planning <br /> funds administered by the Illinois Department of Transportation and 20% funded by a DCEO <br /> grant. The selected consultant shall comply with all Federal aid requirements. <br /> 2. Midwest Inland Port(MIP) Transportation Capital Improvements Plan (CIP). The <br /> focus of this work is to prepare the CIP for the MIP Transportation Plan. The CIP will <br /> require sufficient preparation of preliminary concept plans for recommended improvements <br /> so that a reliable total project budget and implementation schedule can be prepared. This <br /> work will include estimating costs for right-of-way acquisition, utility relocation, <br /> construction and engineering. This work is 100% funded by a DCEO grant. <br /> CONSULTANT SELECTION PROCESS: A request for qualifications and proposals was <br /> issued on October 28, 2014. The RFQP was advertised locally and regionally and sent to 19 <br /> planning and design firms known to perform these services. The City received responses from <br /> two firm, TranSystems of Schaumburg, IL, and URS of Decatur. The proposals were reviewed <br /> by an interview panel consisting of representatives of the Engineering Division, DUATS and the <br /> County Highway Department. Interviews were conducted on December 3, 2014, and the <br /> interview panel recommended the selection of URS. Negotiations commenced immediately on <br /> the scope of work which is transmitted with this memorandum. <br /> POTENTIAL OBJECTIONS: There are no known objections to this resolution. <br /> INPUT FROM OTHER SOURCES: Illinois Department of Transportation, the Department of <br /> Commerce and Economic Opportunity, and the County Highway Department. During the course <br /> of the planning effort, stakeholder and public input will be sought at the beginning of the <br /> transportation planning process, midway through the project and again before a final report is <br /> issued. <br /> SCHEDULE: A notice to proceed will be issued shortly after the engineering service agreement <br /> is approved and funds are released by IDOT. The project is expected to be completed in 18 <br /> months depending on review time. <br /> BUDGET IMPLICATIONS: This project is funded with grants from the Illinois Department <br /> of Transportation and the Illinois Department of Commerce and Economic Development. <br /> STAFF REFERENCE: Richard Marley, Public Works Director.
