INTERGOVERNMENTAL AGREEMENT TO PROVIDE POLICE <br /> OFFICERS FOR SCHOOL SECURITY <br /> THIS AGREEMENT between the BOARD OF EDUCATION OF <br /> DECATUR SCHOOL DISTRICT NO. 61, Macon County, Illinois (the "District") <br /> and the CITY OF DECATUR, an Illinois Home Rule Municipality (the "City"): <br /> WITNESSETH: <br /> WHEREAS, Article VII, Section 10, of the Constitution of the State of <br /> Illinois of 1973 authorizes units of local government to contract or otherwise <br /> associate among themselves, and to exercise, combine or transfer any power or <br /> function in any manner not prohibited by law or by ordinance; and <br /> WHEREAS, the Illinois Intergovernmental Cooperation Act, 5 ILCS 220/1, <br /> et seq;, provides inter alia, that "... (A)ny power or powers, privileges or authority <br /> exercised or which may be exercised by a public agency of this State may be <br /> exercised and enjoyed jointly with any other public agency of this State..."; and <br /> WHEREAS, the City and the District now wish to enter into a formal <br /> arrangement for the provision of police officers for security at the District's <br /> various facilities; and <br /> WHEREAS, the parties have mutually determined that the terms <br /> contained in this Agreement are in their mutual interests and the mutual interests <br /> of their constituents. <br /> NOW, THEREFORE in consideration of the foregoing recitals and of the <br /> covenants and conditions hereinafter set forth, the adequacy and sufficiency of <br /> which the parties hereto stipulate, the parties agree as follows: <br />
