Marley, P.E., Public Works Director <br /> SUBJECT: Revision to the Intergovernmental Agreement for Traffic Signal Maintenance <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached Resolution authorizing the Mayor to <br /> sign and the City Clerk to attest to the revision to the Intergovernmental Agreement for Local <br /> Agency Maintenance of Traffic Control Devices between the State of Illinois and the City of <br /> Decatur. The revision adds the new traffic signals installed at Boyd Road and Illinois Route 48 to <br /> the master agreement for the shared maintenance of traffic signals. <br /> PRIOR COUNCIL ACTION: <br /> • November 18, 2013—The City Council approved Resolution R2013-113 awarding the contract <br /> for the Boyd Road/IL Rte 48 Traffic Signal Project, City Project 2009-12,to Bodine Electric of <br /> Decatur, (Bodine) as the lowest, responsible bidder in the amount of$260,000. <br /> • November 18, 2013—The City Council approved Resolution R2013-114 authorizing the <br /> expenditure of up to $60,000 to be paid to the Decatur Junction Railway Company as <br /> reimbursement for installing interconnect circuitry and appurtenant hardware along the railroad <br /> track adjacent to the intersection of Boyd Road and Illinois Route 48. <br /> • November 18, 2013—The City Council approved Resolution R2013-112 appropriating an <br /> additional$320,000 in Motor Fuel Tax funds for the Boyd Road/IL Rte 48 Traffic Signal <br /> project ($260,000) and railroad circuitry installation($60,000). <br /> • May 16, 2011 —The City Council approved Resolution R2011-71 authorizing an agreement <br /> with the Illinois Department of Transportation for the maintenance of traffic signals located on <br /> State routes. The agreement is valid for 10 years beginning in 2011. <br /> BACKGROUND: <br /> Traffic Signal Master Agreement <br /> In 2001 the Illinois Department of Transportation(IDOT) and the Illinois Municipal League <br /> developed a standard agreement for local agency maintenance of traffic signals located on State <br /> routes. The agreement includes standards for maintenance, improvement of traffic signals, traffic <br /> signal coordination timing, and electricity costs. The agreement assigns cost shares between the <br /> City and the State. The Agreement was renewed in 2011 for a period of 10 years. <br /> Page I 1 <br />
