The Public Works Department maintains all of the traffic signals within the City and is reimbursed
by IDOT for work completed on State routes. The reimbursement cost share between the City and
the State is generally broken down based on the ownership of the approaching roads, i.e. the traffic
signals located at the intersection of Pershing and Main are reimbursed at 100%by the State since
all four of the approaching roadways are owned by the State. An intersection such as Eldorado and
Martin Luther King is reimbursed 50-50 since the City owns Martin Luther King and the State owns
Eldorado,or half of the intersection.
The Master Agreement governs the reimbursement of all the traffic signal maintenance work the
City does on traffic signals located on State routes.
Revision to the Agreement
Earlier this year, the City completed the installation of traffic signals at the intersection of Boyd
Road and Illinois Route 48 (see the attached map). The revision to the Agreement adds this
intersection to the list of traffic signals in the City that are located on State routes. The City will be
reimbursed for 50%of the maintenance and electrical costs at this intersection since half of the
approaching roadways are owned by the State.
SCHEDULE:
The State has inspected and accepted the traffic signals at Boyd Road and Illinois Route 48. The
reimbursement will begin upon the City's approval of this revision.
BUDGET AND STAFFING IMPLICATIONS:
Budget Impact: The City typically receives $25,000 - $30,000 from the State each year for the
maintenance of traffic signals located on State routes. These funds are deposited in the City's
Motor Fuel Tax fund.
Staffing Impact: Staff time has been allocated for maintenance of traffic signals.
POTENTIAL OBJECTION: There are no known objections.
INPUT FROM OTHER SOURCES: Illinois Department of Transportation
STAFF REFERENCE: Richard G. Marley, Public Works Director and Matt Newell, City
Engineer. Richard Marley will be in attendance at the City Council meeting to answer any
questions of the Council on this item.
This memorandum was prepared by Matt Newell, P.E.
Attach: 4
Page 2
