system, there is an opportunity to upsize the proposed storm sewers to allow the City to address
chronic drainage concerns in the residential areas adjacent to Baltimore Road.
Stormwater Master Plan
The 2009 City Stormwater Master Plan documented and prioritized numerous drainage problem
areas throughout the City. Two large areas adjacent to Baltimore Road were identified as having
high priority drainage problems that need to be addressed.
One location, commonly referred to as the 32nd &Fulton Area, encompasses approximately 236
acres. It is bounded by 32nd Street on the west, Rt. 36 on the north, Blaine Lane on the east and
Maryland Street on the south. This drainage area was rated as the 3`d highest priority in the City
due to the number of households it affects and its contribution to sanitary sewer backups.
A second location that ranked 14 on the priority list is a 57 acre neighborhood that lies south of
Fitzgerald Road and east of 34h Street that is commonly referred to Fitzgerald & Fontenac. This
subdivision was constructed so that the drainage traveled through the back yards of the residences
resulting in very limited storm sewers serving the area.
These two areas will benefit greatly from the ability to drain into the proposed Baltimore Road
storm drainage system. Finding good reliable discharge points is a significant stepin relieving
chronic flooding problems that plague many areas of the City.
Professional Services Agreement
With Chastain and Associates performing the Baltimore Road design work for Macon County, City
Staff requested a scope and design fee estimate from them to review drainage concerns in the area
and perform a preliminary design that will recommend size increases to the County's proposed
storm system. Chastain&Associates is very familiar with the area and already has much of the
background data required. This preliminary design project will evaluate the existing conditions of
the drainage problem areas adjacent to Baltimore Road and determine what portions could be
drained through the new storm sewer system. Cost estimates will then be prepared for the options
they present.
This project will be the first to use the City's new Stormwater Utility Funds to relieve storm
drainage problems that have plagued this area for many years. The Stormwater fees began on
October 1, 2014. The first bills went out on November 10, 2014. The utility is projected to receive
$1.078 million in 2015. It is expected that just under$90,000 will be received by the end of this
year.
SCHEDULE:
Chastain& Associates is currently finalizing the Baltimore Road Reconstruction preliminary design
for Macon County and is expecting to move into the final design phase by spring 2015. City staff
currently plans to propose a final design agreement with Chastain in spring 2015 for the City's
portion of the storm sewer design. Construction of the roadway and drainage improvements is
expected to begin in 2016.
Page 12
