PART II <br /> SCOPE OF WORK <br /> In consideration for the Grant Funds to be provided by the Department,the Grantee agrees to perform the Project <br /> described in Scope of Work(Part II)hereof,in accordance with the provisions of Budget(Part I)hereof. <br /> Section 1.Public Benefit <br /> The Grantee is a governmental entity providing essential public services to the residents of the City of Decatur in <br /> Macon County. <br /> This Grant-funded project will cover a portion of costs associated with a transportation study. The Grantee will be <br /> contracting with an engineeringiconsulting firm to complete the Midwest Inland Port Transportation Study and <br /> Capital Improvements Plan. This study will include such tasks as a traffic impact analysis,documentation of needed <br /> transportation improvements,stakeholder meetings,pavement analysis,storm water and sewer analysis,grade <br /> separation analysis,and preparation of final reports. The overall goals of the study are:to examine both public and <br /> private investments in transportation infrastructure and to identify opportunities to better integrate those investments <br /> to produce greater economic benefit in Decatur and the surrounding areas;to support the economic vitality of the <br /> area by capitalizing on freight movement trends in an effort to propose opportunities in Decatur to create or expand <br /> jobs;to emphasize the preservation of existing transportation systems through improved maintenance;and to <br /> promote efficient management and operation of the transportation hub in Decatur. Specifically,Grant Funds will be <br /> used for a portion of the"Design/Engineering"costs associated with this transportation study. <br /> Completion of this project will benefit the public by providing a better understanding and improved management of <br /> the transportation systems within the City of Decatur,and to utilize the gathered information to further support, <br /> create,and expand job opportunities within Decatur and surrounding areas. <br /> Section 2. Grant Tasks <br /> 2.1 The Grantee shall use Grant funds as detailed in Part I,BUDGET. Expenditure of Grant funds will comply <br /> with applicable bond guidelines. <br /> 2.2 The Grantee shall utilize property acquired,constructed or improved with funds provided under this <br /> Agreement solely to provide the programs and services specified in Section 1,above,for at least the term <br /> of the Grant Agreement. Any sale,transfer,assignment or other conveyance of property acquired, <br /> constructed or improved shall provide that the property must continue to be used to accomplish or facilitate <br /> the public purpose described in Section 1,above. <br /> 2.3 The Grantee agrees to comply with the following: <br /> (a) The Grantee shall utilize grant funds in accordance with Part I(Budget)to complete the <br /> activities/performance described in Section 1,above. The Grantee shall provide any additional funds,or <br /> secure commitments therefore,which are necessary to complete the specified activities/performance during <br /> the grant term set forth in the Notice of Grant Award. <br /> (b) The Grantee shall execute all agreements necessary to complete the activities/performance described in <br /> Section 1,above,including,but not limited to,purchase/sales contracts for real and/or personal property, <br /> leases,easements,loans,financing agreements,grant agreements,operating agreements,etc.,during the <br /> grant term specified in the Notice of Grant Award. <br /> (c) The Grantee shall obtain all authorization necessary to complete the activities/performance described <br /> in Section 1,above,including,but not limited to,municipal ordinances,permits,variances,other approvals, <br /> etc.,during the grant term specified in the Notice of Grant Award. <br /> Page 6 Grant Number 15-203002 <br />
