Public Works Memorandum <br /> NO. 2014-49 <br /> DATE: September 23, 2014 <br /> TO: Honorable Mayor McElroy and City Council Members <br /> FROM: Ryan P. McCrady, City Manager <br /> Richard G. Marley, P. E., Public Works Director <br /> SUBJECT: Lake Shore Drive Sewer Rehabilitation Project <br /> Engineering Services Agreement, Change Order#1 <br /> City Project 2012-06 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve a resolution authorizing the Mayor to execute <br /> Change Order#1 to the Engineering Services Agreement between the City of Decatur and <br /> Bainbridge, Gee, Milanski, and Associates, Inc. (BGM) to provide construction engineering and <br /> resident inspection services for the rehabilitation of the Lake Shore Drive Sewer. The resolution is <br /> for an additional$18,000 to perform the necessary construction services. This is added to the <br /> original agreement amount of$550,000 for a final authorized expenditure of$568,000. <br /> PRIOR COUNCIL ACTION: <br /> See Appendix A for prior council actions. <br /> BACKGROUND: <br /> Project Status <br /> The Lake Shore Drive Sewer Rehabilitation Project contained 3 separate divisions of work: <br /> Division A: This project was completed by SAK Construction and involved the lining of 5,758 feet <br /> of sanitary sewers ranging in sizes from 4 '/z feet in diameter to 7 feet in diameter <br /> extending under Lake Shore Drive from 16U' Street to Martin Luther King, Jr. Drive. <br /> This work was substantially completed at the end of August, 98 days behind the <br /> expected completion date in May. Liquidated damages have been assessed against <br /> SAK due to the late completion of the project. <br /> Division B: This project was completed by Insituform Technologies and involved lining 2 segments <br /> of sanitary sewer totaling 6,428 feet and ranging in size from 2 feet in diameter to 4 feet <br /> in diameter. One segment extended from Martin Luther King, Jr. Drive to Silas/Rogers <br /> and the second from 16` Nanderhoof to 19th/Decatur. This work was substantially <br /> completed in June. <br /> Division C: This project was completed by Insituform Technologies and involved lining 11,072 feet <br /> of sanitary sewers ranging in size from 2 % feet in diameter to 3 feet in diameter <br /> extending from 16th/Lake Shore Drive to 25'x'/Eldorado.
