The Lake Shore Drive Sewer Rehabilitation Project was funded by a low interest loan through the
Illinois Water Pollution Control Loan Program that is payable over a 20 year period beginning at the
conclusion of the project.
Engineering Agreement Change Order#1
Day to day management of the Lake Shore Drive Sewer Rehabilitation Project and the attendant loan
paperwork is being provided by BGM &Associates under an Engineering Services Agreement with
the City. SAK's 98 day delay in completing Division A of the sewer project has caused BGM to use
more hours than anticipated for the project. Their current projections show that they will be short of
the authorized hours required to complete the necessary project closeout work and finalize the loan
approval documents with the Illinois Environmental Protection Agency.
BGM has requested an additional $18,000 be allocated for the project to provide for project closeout
work. BGM's letter of request contains further detail and is attached to the proposed Change Order
included herewith. This additional work will be included as part of the Water Pollution Control Loan
used for the overall project.
SCHEDULE:
All divisions of the Lake Shore Drive Sewer Rehabilitation Project have been substantially completed
and the project is currently in the closeout phase. It is expected that final closeout and project
approval from the IEPA will be completed by the end of the year.
BUDGEUTIME IMPLICATIONS:
Budget Impact: Funding for this project is budgeted in the Sewer Fund and will be reimbursed by
the Water Pollution Control Loan Program. Change Order#1 to the City's Engineering Services
Agreement with BGM is for an additional$18,000 to perform the necessary construction services.
This is added to the original agreement amount of$550,000 for a final authorized expenditure of
$568,000.
Staffing Impact: Staff time has been allocated in the budget for this project.
POTENTIAL OBJECTIONS: There are no known objections.
INPUT FROM OTHER SOURCES: Bainbridge, Gee, Milanski &Associates, Inc., and Illinois
Environmental Protection Agency
STAFF REFERENCE: Richard Marley, Public Works Director and Matt Newell, City Engineer.
Richard Marley will be in attendance at the City Council meeting to answer any questions of the
Council on this item. This memorandum was prepared by Matt Newell, P.E., City Engineer.
Attach: 3
Cc: Dave Harp, Bainbridge, Gee, Milanski &Associates, Inc.
Page 12
