Marley, P.E., Public Works Director Keith D.Alexander, Director of Water Management SUBJECT: Agreement with the State of Illinois for Improvements to the Old U.S. 51 Bridges Over Lake Decatur City Project 2014-22, Section 14-00422-00-BR SUMMARY RECOMMENDATION: It is recommended that the City Council adopt the attached Resolutions authorizing the Mayor to sign and the City Clerk to attest to the following items related to the improvement of the Business U.S. 51 Bridge over Lake Decatur: 1. Resolution appropriating $420,000 in the Water Fund to pay for the installation of a closed drainage system on the bridges as outlined in the City-State Agreement. This resolution will be Exhibit A in the City-State Agreement. 2. Ordinance prohibiting the discharge of sanitary sewage and industrial waste water into the storm sewer or drainage facility constructed under the City-State Agreement. This ordinance will be Exhibit B in the City-State Agreement. 3. Resolution authorizing the Mayor to approve the plans and specifications for the City's portion of the work and attendant maintenance obligations. The plans are on file in the Public Works office. This resolution will be Exhibit C in the City-State Agreement. 4. Resolution authorizing an agreement with the State of Illinois for improvements to the old Business U.S. 51 Bridge over Lake Decatur. The City involved work includes the installation of a closed drainage system on the bridges and providing the ongoing maintenance of street lighting on the bridge. The Agreement is for$420,000 with a provision to provide any additional funds necessary to cover the actual costs. PRIOR COUNCIL ACTION: There have been no prior Council actions on this item. Page I 1
