BACKGROUND: Closed Drainage System In 2011 the City was informed by the Illinois Department of Transportation(IDOT)of their intention to replace the decks and make other improvements to the Old U.S. 51 bridges over Lake Decatur. During these discussions, it was proposed that a closed drainage system be installed on the bridge to protect the City's main water intake to the South Water Treatment Plant. The intake is located near the north side of the dam as shown on the attached location map. A concern with runoff, spills, or other discharges from the bridges is that they would immediately impact the water intake and provide no time for a hazardous spill response from the City to protect the water treatment operations. The closed drainage system will capture all runoff from the two bridges and discharge it downstream of the dam. This will reduce the opportunity for runoff, spills or other discharges that may occur on the bridges to impact the City's water supply. City-State Agreement The City- State Agreement includes the following items: 1. Clauses 3 and 4 state that the City will pass a resolution appropriating sufficient funds to cover the City's portion of the project. The estimated cost is identified as $420,000. The proposed improvements are to protect the City's water supply; therefore, it is proposed that Water funds be used to pay the City's portion of the project costs. 2. Clause 5 outlines the payment terms covering this project. The initial obligation will be 50% of the project costs due after January 1, 2015. The second and third payments will be 25% each to be due after January 1, 2016 and January 1, 2017 respectively. 3. Clause 6 is a provision for the City to provide the additional funds necessary to cover the actual project costs. 4. Clause 7 states that the City has adopted and will enforce an ordinance prohibiting the discharge of sanitary sewage and industrial waste water into the storm sewers. 5. Clauses 8 and 9 relate to the relocation of private and City owned utilities that may be in conflict with this project. There are no utility relocations identified on this project. 6. Clause 10 outlines the State's maintenance obligations to include the bridges. 7. Clause 11 outlines the maintenance responsibilities of the City to include the street lighting installed on the bridge and the closed drainage system. Other maintenance obligations identified such as sidewalks, crosswalks, etc., are not being constructed as part of this project; however, the language is similar to past City-State agreements the City has entered into. 8. Clause 12 states that the Mayor will approve the plans and specifications for the bridge improvement project. City staff has reviewed the plans and specifications and has determined that they meet the requirements and needs of the City. The plans are on file in the Public Works Department office. 9. Clause 13 states that the City will execute a temporary use permit to allow for the installation of the drainage discharge downstream of the dam. Page 12
