Public Works Memorandum
NO. 2014-34
DATE: August 7, 2014
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan P. McCrady, City Manager
Richard G. Marley, P. E.,Public Works Director
SUBJECT: Resolution Authorizing a Professional Services Agreement for Manhole
Inspection Services with Tele Scan, Inc.
City Project 2014-16
SUMMARY RECOMMENDATION:
It is recommended by staff that the City Council approve a Resolution authorizing a Professional
Services Agreement between the City of Decatur and Tele Scan, Inc. for Manhole Inspection
Services, City Project 14-16. The resolution authorizes the Mayor to execute an agreement with
Tele Scan, Inc. for an amount not to exceed $200,000, and the City Clerk to attest.
PRIOR COUNCIL ACTION:
August 3, 2009—Council approved Resolution R2009-136, authorizing an agreement with Tele
Scan, Inc., for manhole pipeline inspection services for a fee of$150,000 with renewal for up to
three years.
BACKGROUND:
Sanitary Sewer Priorities
Under the direction of the City Council, the Public Works Department has established four priorities
to improve the City's sanitary sewer collection system as defined in the Sanitary Sewer Master
Plan.
1. Critical Large Diameter Sewer Rehabilitation.
2. Sanitary Sewer Overflows Due to Inflow and Infiltration.
3. System Operation and Maintenance.
4. Small Diameter Sewer Rehabilitation.
The Manhole Inspection Project addresses priorities 2 and 3 as identified by the City Council.
Need for Inspection
The City of Decatur maintains approximately 8,300 sanitary manholes. In older areas of the City,
many of the manholes are 80 to 100 years old. Manholes that have reached the end of their useful
service life and need rehabilitation can often be repaired by lining techniques that are much less
costly than removal and replacement of the entire manhole.
In 2009, the City selected Tele Scan, Inc., through a qualifications based process to begin the
inspection of the City's manholes. At that time, the City had no program to proactively find
defective manholes. Manhole damage was only found when maintenance work was performed and
Page I 1
