disrepair was happened upon or when there was a collapse of earth or pavement around the
manhole. Information that was obtained during the inspections included physical attributes of the
manholes structure, such as construction material and the depth, as well as, defects such as cracks,
missing grout and water infiltration. The data was entered into forms in the City's GIS system so
that the inspection data is readily available for all City GIS users. Approximately half of the
manholes were completed with the 2009 project.
The purpose of the proposed Manhole Inspection Services project is to continue the work that was
initiated in 2009. Having all of the manholes inspected allows the Public Works Department to
prioritize and repair the most critical manholes and use City funds in the most efficient and effective
manner. In addition, having all manhole depths and attributes will allow a flow model of the system
to be made, should capacity studies be required in the future.
Firm Selection
The Public Works Department accepted proposals on July 31, 2014 to provide manhole inspection
services for the City through 2015. Nine firms obtained the Request for Proposals and one firm,
Tele Scan, Inc. of Decatur, Illinois, submitted a written proposal.
The proposal set unit prices for the manhole inspections are included in the Agreement for
Professional Services. Tele Scan's proposal unit prices remain the same as the 2009 project.
The proposal was reviewed and determined to meet the Request for Proposal requirements. City
Staff is satisfied with Tele Scan's prior work, believes they will meet the City's sanitary manhole
inspection needs, and recommends entering into a professional services agreement with them.
BUDGEUTIME IMPLICATIONS:
Budget Impact: Annual Sanitary Sewer Inspection Program funding is allocated in the Sewer
Fund. The budgeted allocation in the City's Capital Improvement Plan is $184,000 in FY 2014 and
$160,000 in FY 2015 for a total of$344,000. The budgeted amount assumed a higher unit price for
manhole inspections; therefore staff believes that an agreement up to $200,000 will suffice for
completion of the manhole inspections.
Staffing Impact: Staff time has been allocated in the budget for this project.
POTENTIAL OBJECTIONS: There are no known objections to this resolution.
INPUT FROM OTHER SOURCES: None
STAFF REFERENCE: Richard Marley, Public Works Director, Matthew Newell, City Engineer,
and Mary Cave, Civil Engineer II.
