Marley, P.E., Public Works Director Keith D.Alexander, Director of Water Management SUBJECT: Star Route Road Improvement Project, City Project 2014-11 SUMMARY RECOMMENDATION: It is recommended that the City Council approve the attached resolution awarding the contract for the Star Route Road Improvement Project, City Project 2014-11,to Tyrolt, Inc. d/b/a Dunn Company, as the lowest, responsible bidder in the amount of$151,290.90 and that the Mayor be authorized to execute the contract and the City Clerk to attest. PRIOR COUNCIL ACTION: There have been no prior Council actions on this Project. BACKGROUND: Star Route Road Improvement Star Route Road runs north of Rea's Bridge Road just east of Lake Decatur. This road is the primary access to the City's old dredge staging area and was used heavily when Basin 6 of the lake was dredged. Portions of Star Route Road are owned by the Township and portions owned by the City as detailed on the attached map. The south portion of the road is in very poor condition and no longer maintainable. Over the past few years the City has received numerous inquiries of concern from area residents and the Oakley Township regarding the condition of the pavement. Since much of the pavement damage occurred during the years the City was actively using the old dredge staging area, the Water Management Department has recommended that the City perform major repairs on the pavement to enable it to be maintained in the future. Project Description The Star Route Road Improvement project will totally reconstruct the south portion of the road by stabilizing the road base by mixing cement into the base material. Two oil and chip surface coats will then be placed from Rea's Bridge Road to the north City limits. Page 11
