Marley, P.E., Public Works Director <br /> SUBJECT: Resolution for Contract Agreement with Motorola Solutions, Inc. for Radio <br /> System Replacement, City Project 2014-03 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution awarding the contract <br /> for the Radio System Replacement Project, City Project 2014-03,to Motorola Solutions, Inc. for <br /> a cost not to exceed $1,398,388. <br /> It is also recommended that the City Council approve the second attached resolution authorizing <br /> the City Manager to enter into a financing arrangement with Soy Capital Bank and Trust to cover <br /> certain of the capital cost of the Radio System Replacement Project. <br /> PRIOR COUNCIL ACTION: <br /> May 6, 2013—In study session council heard alternatives to replace the City's Trunked Radio <br /> System. Motorola's Starcom2l system was recommended to City Council as the best <br /> alternative. <br /> BACKGROUND: <br /> The City of Decatur has operated a Motorola Type 11 SmartNet Trunked Radio System(TRS) for <br /> approximately 25 years. This eight-channel analog 800 MHz radio system originally supported <br /> all public service communications needs for the City including Police, Fire, Public Works, Water <br /> and Transit Departments as well as a number of County and other public service entities. While <br /> the Decatur TRS has served the City well, its useful life has been exceeded. Replacement parts <br /> are no longer available from the manufacturer and used parts are difficult to obtain. A lightning <br /> strike to the radio tower located at the Municipal Services Center in September 2012 put the <br /> radio communication system out of service for several days until parts could be located and <br /> installed. <br /> In 2009, the City of Decatur Police Department, Decatur Fire Department and Macon County <br /> Sheriff began utilizing the StarCom2l network for their primary communications. StarCom21 is <br /> a state-wide radio system originally established by the State of Illinois and it is owned, operated, <br /> maintained and managed by Motorola Solutions Inc. under contract with the State. <br /> 1 <br />
