On April 11, 2014 the City received proposals from two firms, Motorola Solutions and RELM <br /> Wireless, offering a solution to finding a replacement radio system. Motorola proposed the <br /> StarCom21 system. The cost of system-wide capital investments in the StarCom21 radio towers, <br /> control and transmission equipment, operations, maintenance and management is paid by the <br /> users through a monthly"air time" fee charge for each radio on the StarCom21 system. The total <br /> cost to upgrade the radio system to StarCom21 and the cost of the "air time" fees are shown on <br /> the attachment entitled "Radio System Replacement Pricing". RELM Wireless did not offer a <br /> full radio system solution. <br /> SCHEDULE: <br /> The detailed design review will commence immediately after contract approval. It is estimated <br /> that the new radio system will be online by November 2014. <br /> BUDGET IMPACT: <br /> The total cost for the radio system is estimated to be$1,398,388 but may be reduced slightly <br /> following the detailed design analysis. StarCom21 user fees are estimated to be no greater than <br /> $90,408 per year. The exact annual fee amount will be determined after the detailed design <br /> analysis and will need to be approved at a later date. The annual user fee rates are locked in until <br /> 2022 by Motorola's contract with the State. <br /> The radio system capital cost for Water Management will be paid out of the Water Capital fund. <br /> The radio system capital costs for Public Works and Decatur Transit will be financed through a <br /> local bank. <br /> The City received financing proposals from three (3) local banks, Busey Bank, Regions Bank, <br /> and Soy Capital Bank and Trust. The City selected the financing proposal from Soy Capital Bank <br /> and Trust,to provide financing for the project. The Soy Capital proposal contained the most <br /> favorable interest rate and financing conditions. <br /> Soy Capital will extend a 2.80% fixed interest rate, seven(7) year loan, up to a maximum <br /> financed amount of$1,400,000. <br /> POTENTIAL OBJECTION: <br /> There are no known objections to this resolution and contract award. <br /> INPUT FROM OTHER SOURCES: <br /> Motorola Solutions, Inc. <br /> 2 <br />
