Marley, P.E., Public Works Director <br /> Keith D.Alexander, Director of Water Management <br /> SUBJECT: Corley Landfill Sediment Placement Project, <br /> City Project 2014-02 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution awarding the contract for <br /> the Corley Landfill Sediment Placement Project, City Project 2014-02, to Hutchens Bulldozing, <br /> Inc., as the lowest, responsible bidder in the amount of$237,270 and that the Mayor be authorized <br /> to execute the contract and the City Clerk to attest. The resolution represents an expenditure of <br /> $216,100 as the low bid plus $21,170 for project contingencies and to use the full amount of the <br /> available Mud to Parks grant funding allocated for sediment placement. <br /> PRIOR COUNCIL ACTION: <br /> May 21, 2012—Council approved Resolution R2012-118 authorizing a Corley Landfill Grant <br /> Agreement between the City of Decatur and the Illinois Department of Natural Resources. The <br /> grant was for $245,770 requiring a match of$10,400 from the City and the Agricultural Watershed <br /> Institute. This is a Mud to Parks Grant for beneficial uses of sediment dredged from Illinois' lakes <br /> and rivers. The grant allocates $237,270 for placing sediment at the site with the remainder <br /> allocated for planting bio-energy grass. <br /> BACKGROUND: . <br /> Mud to Parks Grant <br /> In 2012 the City was awarded a$245,770 Mud to Parks grant from the Illinois Department of <br /> Natural Resources (IDNR)to place sediment dredged from Lake Decatur at the Corley Landfill to <br /> grow bio-energy grass (see the attached location map). Of this amount, $237,270 is allocated for <br /> placing sediment at the Corley Landfill site and the remainder will be used to plant bio-energy grass <br /> under a separate contract. The Department of Water Management Memorandum 2012-13 is <br /> included to provide additional background information on the Mud to Parks grant and project <br /> purpose. <br /> Page I 1 <br />
