i
. i
The Corley Landfill Sediment Placement project will excavate between 11,000 and 12,000 cubic
yards of dry sediment from the City's Oakley Sediment Basin and haul it to the Corley Landfill.
The dry sediment will be spread over a portion of the 11 acre landfill site to a depth of 9".
Sufficient grant funding is not available to cover the entire landfill site but the project will use the
entire available grant funding to cover as much of the site as possible.
This project was originally included as an alternate to the Basin 1 through 4 lake dredging project
however the bid was unacceptably high at $372,680. The Corley Landfill Sediment Placement
project was rebid as a separate project to be more in line with available grant funding.
Letting Results
The project scope and specifications were prepared by the Engineering Division and Water
Management Department. The project was advertised on June 25 and bids were opened on July 10,
2014. The results of the letting are as follows (bid tabulation attached):
Bidder Bid Price Compared to Engineer's Est.
Over(-Under)
Hutchens Bulldozing, Inc. $216,100.00 (-9.11%)
Entler Excavating Company, Inc. $310,295.00 30.51%
Building Systems of Illinois, Inc. $319,537.50 34.40%
Engineer's Estimate $237,750.00 -----
Five contractors took out bid packages for the Corley Landfill Sediment Placement Project with 3
contractors submitting bids for the work. Hutchens Bulldozing, Inc., provided the lowest
responsible bid at 9.11%below the engineer's estimate. Hutchens Bulldozing has successfully
completed projects of this type for the City.
SCHEDULE:
Work on this project is expected to begin in mid-August after a"Notice to Proceed"has been issued
from the City. The Corley Landfill Sediment Placement project is scheduled to be completed in
October, 2014. Bio-energy grass will be planted by a separate contractor.
BUDGEUTIME IMPLICATIONS:
Budget Impact
Funding for this project is part of a$245,770 grant to the City's Water Management Department
administered by the Illinois Department of Natural Resources. The grant allocated $237,270 for
placing sediment at the Corley Landfill site with the balance allocated for planting bio-energy grass.
It is proposed that a total project expenditure of$237,270 be authorized representing the low bid
amount of$216,100 plus $21,170 for project contingencies and to allow additional material to be
placed in order to use the full grant funds allotted to sediment placement.
Staff Impact
Staff time has been allocated for this project.
Page 12
