Public Works Memorandum
NO. 2014-29
DATE: June 27,2014
TO: Honorable Mayor McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Richard G. Marley, P.E., Public Works Director
SUBJECT: North Street Sidewalk Vault Project,
City Project 2014-33
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the attached resolution awarding the contract
for the North Street Sidewalk Vault Project, City Project 2014-33, to Otto Baum Company, Inc.,
as the lowest, responsible bidder in the amount of$80,637 and that the Mayor be authorized to
execute the contract and the City Clerk to attest.
PRIOR COUNCIL ACTION:
There has been no prior Council action on this item.
BACKGROUND:
Sub-Sidewalk Vaults
At numerous locations downtown the basements of the adjacent buildings extend underneath the
sidewalk. These were used many years ago to receive shipments that were unloaded onto the
sidewalk and then lowered through a hatchway into the basement. They were also used to add
basement storage space.
Today most of the old sidewalk vaults downtown are used as storage spaces, some have been
abandoned, and some have been bricked up and filled. There are no known sidewalk vaults
outside of the downtown. During the downtown streetscape design process, all of the basements
and sidewalks were inspected on Franklin Street,Water Street, Main Street and those streets in
between, in order to locate and determine the condition of any vaults.
During the inspection of the Huston Patterson building basement at 123 West North Street, on
the southwest corner of North and Main, the inspection team with Chastain &Associates, LLC
noted a concern with the condition of the building's vault extending under the sidewalk on North
Street near the alley. Follow-up inspections of the vault determined that it was in structurally
poor condition and the sidewalk over the vault was closed to public access.
On February 18, 2014, the City Manager authorized an agreement for$15,120 with Chastain and
Associates, LLC to design a permanent closure of the vault.
Page I 1
