Public Works Memorandum
NO. 2014-25
DATE: June 9, 2014
TO: Honorable Mayor McElroy and City Council
FROM: Ryan P. McCrady, City Manager
Richard G. Marley, P.E., Public Works Director
SUBJECT: Annual Street Restoration (Mill and Overlay) Project,
City Project 2014-08, Section No. 14-00408-00-FP
SUMMARY RECOMMENDATION:
It is recommended that the City Council approve the attached resolution awarding the contract for
the Annual Street Restoration(Mill and Overlay) Project, City Project 2014-08,to Tyrolt, Inc.
d/b/a Dunn Company, as the lowest, responsible bidder in the amount of$1,400,000 and that the
Mayor be authorized to execute the contract and the City Clerk to attest. The resolution represents
an expenditure of$1,361,935.68 as the low bid plus $38,064.32 for project contingencies.
PRIOR COUNCIL ACTION:
May 5, 2014—Council approved Resolution R2014-33 appropriating $1,400,000 of Motor Fuel
Tax funds for the purpose of resurfacing streets and highways under the applicable provisions of
the Illinois Highway Code.
BACKGROUND:
Streets Inspected Annually
The Engineering Division inspects and rates approximately 1/2 of the City's streets on a yearly
basis. The results of these inspections are input into a computer database which is used to project
the future condition of the streets based on their current and historical condition, and surface type
(i.e. brick, concrete, asphalt, etc.). This data is then paired with available funding and is used as a
basis to aid City Engineering in the preparation of the City's yearly street improvement program.
Staff then determines what type of improvement would be appropriate for each street.
Project Description
The 2014 project will perform mill and overlay work on portions of Mound Road, Grand Avenue,
and Oakland Avenue. A portion of Oakland Avenue will also be reconstructed as the material
underneath the pavement has failed. Reconstruction generally involves the full removal of the
pavement, stabilizing the base material with cement, and then relaying an asphalt surface. In total,
3.61 lane miles of the City's 825 total lane miles will be rehabilitated as part of this project.
Page 11
