Mass Transit Memorandum <br /> No. 052314-3 <br /> May 23,2014 <br /> TO: Honorable Mayor McElroy and City Council Members <br /> FROM: Ryan McCrady, City Manager <br /> Paul McChancy, Mass Transit Administrator <br /> SUBJECT: Agreement for Transit Vending Machine Operator <br /> SUMMARY Staff recommends that Council adopt a Resolution awarding a <br /> RECOMMENDATION: contract for a vending machine operator for the Transit System to <br /> the Illinois Business Enterprise Program for the Blind. <br /> BACKGROUND: Staff advertised for proposals for an individual or firm to serve as <br /> the vending machine operator for the Transit System. The Illinois <br /> Business Enterprise Program for the Blind has had a contract with <br /> the City to operate vending machines for the Transit System for the <br /> past 10 years, and staff has had a very good relationship with the <br /> agency and with the agents they assign to operate the vending <br /> machines. Only the Illinois Business Enterprise Program for the <br /> Blind submitted a proposal by the deadline. Staff has determined <br /> that their proposal meets the minimum specifications published in <br /> the request for proposals and all of the other requirements of the <br /> bidding process. Based on past experience, staff found that the <br /> Illinois Business Enterprise Program for the Blind, and the agents <br /> they assign to operate the vending machines, are capable of and <br /> competent to perform the work. <br /> POTENTIAL No objections are expected. <br /> OBJECTION: <br /> INPUT FROM Richard Foiles, General Manager <br /> OTHER SOURCES: Decatur Public Transit System <br /> STAFF REFERENCE: Paul McChancy, Mass Transit Administrator <br /> BUDGET/TIME Revenue from concession sales is already included in the current <br /> IMPLICATIONS: City budget. This contract would not require additional staff time. <br />
