Anderson Plaza, Ground Floor
Decatur, Illinois 62523
The Business Enterprise Program for the Blind (BEPB) would like to thank you forgiving us the opportunity to
continue to be the vendor for the Decatur Public Transit System. Our goal is to provide business opportunities for
blind individuals. The blind vendors in our program are hard working and take pride in providing excellent service
to the public.
We are submitting this proposal on behalf of James McClurg, who is a blind business owner in our program. The
Business Enterprise Program for the Blind is a federally funded program that provides working capital,
commodities inventor, and equipment to start each business location. The Illinois BEPB has state and federal
mandates to assist and monitor the blind vendors to ensure compliance with local, state and federal laws.
In the Request for Proposal, it states that the city encourages Disadvantaged Business Enterprise participation for
this project. James has submitted his application to receive DBE certification. He has also submitted an application
for CMS/BEP. We are confident he will be certified because of his blind disability.
The Administrator of Business Enterprise Program for the Blind is Raven A.
