Anderson Plaza <br /> Decatur, IL 62523 <br /> Re: Lake Decatur Watershed—TMDL Implementation Planning Project <br /> Request for No-cost Time Extension for City Matching Funds <br /> Dear Mr. Alexander: <br /> On April 16, 2012, the Decatur City Council adopted a resolution authorizing an agreement with <br /> the Agricultural Watershed Institute to provide matching funds for the Lake Decatur Watershed <br /> TMDL Implementation Planning Project in an amount not to exceed $44,032. The original <br /> completion date for the project was May 31, 2014. The principal funding source for the project <br /> is the Illinois Environmental Protection Agency. AWI has requested, and IEPA is now <br /> processing, a request to extend the project completion date to August 31, 2014. <br /> This project includes water quality and economic modeling by the Illinois State Water Survey, a <br /> series of public meetings to provide stakeholder input, and preparation of Total Maximum Daily <br /> Load (TMDL) implementation plans to reduce nutrient and sediment loads from the Big and <br /> Long Creek subwatershed in Macon County and the Big Ditch subwatershed in Champaign <br /> County. The rationale for the requested time extension is that the project team concluded that <br /> additional time is needed following completion of the ISWS technical report in order to develop <br /> the draft and final TMDL implementation plans for each subwatershed and to hold another set of <br /> stakeholder meetings to discuss the recommended practices to improve water quality. <br /> AWI respectfully requests City Council approval of an extension to August 31, 2014,to <br /> complete the project.
