Alexander, Director of Water Management <br /> SUBJECT: Agricultural Watershed Institute <br /> Lake Decatur Watershed TMDL Implementation Planning Project <br /> Agreement Time Extension <br /> SUMMARY RECOMMENDATION: <br /> Council adopt the attached Resolution authorizing a no cost time extension for the Agricultural <br /> Watershed Institute Lake Decatur Total Maximum Daily Load (TMDL) Implementation <br /> Planning Project Agreement. <br /> BACKGROUND: <br /> In 2012 the Agricultural Watershed Institute (AWI) was awarded an Illinois Environmental <br /> Protection Agency (IEPA) grant to conduct a Total Maximum Daily Load (TMDL) <br /> Implementation Planning Project. The project focuses on reducing phosphorus, nitrogen and <br /> total suspended solids in the water coming from two areas of the Lake Decatur watershed, <br /> specifically the Big Creek and Big Ditch watersheds. These reductions will improve the quality <br /> of water flowing into Lake Decatur. The main grant tasks are: <br /> • Considerable stakeholder involvement <br /> • In depth watershed resource inventories <br /> • Water quality modeling and cost estimates for a wide range of in-field, field-edge & <br /> riparian Best Management Practices (BMPs) <br /> • BMP scenarios technical report <br /> • TMDL implementation plans for the Big Creek and Big Ditch watersheds <br /> These projects typically require a 40% non IEPA financial contribution. Funding for this project <br /> was provided from the following sources. In April 2012 the City Council authorized a $44,032 <br /> contribution. <br /> IEPA $148,734 59% <br /> Illinois State Water Survey $ 58,125 23% <br /> City of Decatur $ 44,032 18% <br /> Project Total $250,891 100% <br />
