B. EMPLOYEE RELATIONS: <br /> 1. direction and supervision of labor relations <br /> 2. direction and supervision of hearings on grievances <br /> 3. development and negotiation of labor contracts <br /> C. SYSTEM PROCEDURES: <br /> 1. establishment and direction of proper procedures to be utilized in all areas for the <br /> proper performance of duties <br /> 2. development of reporting procedures and forms to facilitate record keeping <br /> 3. direction and supervision of all accounting, bookkeeping, auditing, purchasing and <br /> other policy or procedures as set forth by the City <br /> 4. providing payroll, accounting,bookkeeping, auditing and purchasing functions for <br /> the transit system employees <br /> 5. securing all insurance coverage necessary, and handling all matters with insurance <br /> carriers <br /> 6. providing accident investigation and resolution <br /> D. PUBLIC RELATIONS: <br /> 1. sales of tickets, passes, etc. directly to the public <br /> 2. investigation and handling of all complaints <br /> 3. preparation and direction of advertising campaigns, sales promotions and public <br /> relations projects <br /> 4. conduct and issue, at no cost to the CITY, an annual bus passenger survey, <br /> collecting data on demographics,how riders use the services, how satisfied they are <br /> with current services, and what other services they would prefer. <br /> E. TRANSIT SYSTEM OPERATIONS: <br /> 1. development and recommendation of changes in fares,bus routes, schedules, <br /> headways, transfer methods and other related transit issues <br /> 2. preparation and implementation of surveys to determine the need for changes in <br /> transit system operations <br /> F. EQUIPMENT AND PROPERTY MAINTENANCE: <br /> 1. inspection of vehicles and equipment, and studying vehicle operation and <br /> maintenance service to determine the safety and adequacy of existing vehicles and <br /> equipment <br /> 2. recommendation of vehicle and major equipment purchases for transportation and <br /> maintenance operations <br /> 3. direction and supervision of purchases of minor equipment, tools, supplies, etc. <br /> and purchases of parts, fuel, oil and lubricants <br /> 4. direction and supervision of purchases of repair services, as needed <br /> 5. studying vehicle operation and maintenance service to determine the adequacy of <br /> existing maintenance procedures, and correction of procedures where necessary <br /> 3 <br />
