Mass Transit Memorandum
No. 051414-1
May 14, 2014
TO: Honorable Mayor McElroy and City Council Members
FROM: Ryan McCrady, City Manager
Paul McChancy, Mass Transit Administrator
SUBJECT: Agreement for Transit Management
SUMMARY Staff recommends that Council adopt a Resolution awarding
RECOMMENDATION: a 5-year Agreement for management of the Transit System to
MV Transportation, Inc.
BACKGROUND: The City now has an Agreement with First Transit, Inc., to manage
the Transit System. This Agreement will expire on June 30th. Staff
advertised for proposals for a firm to manage the Transit System in
the national, industry magazine, "Passenger Transport", published
by the American Public Transportation Association. Only First
Transit, Inc. and MV Transportation, Inc. submitted proposals by the
deadline. Attached is a Bid Tabulation sheet that shows the
management fees proposed by both firms. Staff has determined that
both proposals meet the minimum specifications published in the
Request For Proposals (RFP) and all of the other requirements of the
bidding process. Staff found that both firms are capable of and
competent to perform the work.
Gregg D. Zientara and Paul McChancy reviewed both proposals and
held telephone interviews with representatives of the two firms.
Each firm was scored using the seven evaluation criteria contained
in the RFP. Attached is a scoring sheet showing the average scores
given to each firm. As the scoring sheet shows, staff recommends
that the management Agreement be awarded to MV Transportation,
Inc.
POTENTIAL First Transit may object to the fact that MV Transportation offered
OBJECTION: the same General Manager candidate to Decatur and to another
transit system at the same time.
INPUT FROM Gregg D. Zientara, Finance Director
OTHER SOURCES:
STAFF REFERENCE: Paul McChancy, Mass Transit Administrator
BUDGET/TIME Awarding this Agreement would reduce the current management
IMPLICATIONS: fee by$996 for the first year, ending June 30, 2015.
