City-State Agreement <br /> The City- State Agreement includes the following items: <br /> 1. Clauses 3 and 4 state that the City will pass a resolution appropriating sufficient funds for the <br /> project. This estimated cost is identified as $105,029 with a provision to provide the additional <br /> funds necessary to cover the actual costs. IDOT policy limits costs relating to traffic signals only <br /> to not exceed 125%of the estimated costs but that policy does not apply to the remaining portions <br /> of the project. The City proposes to use Motor Fuel Tax funds to pay its share of the project <br /> costs. <br /> 2. Clause 5 relates to access and utility relocation requirements. There are no utility relocations <br /> expected on this project. <br /> 3. Clause 6 outlines the State's maintenance obligations. <br /> 4. Clauses 7—9 outline the maintenance responsibilities of the City and the State for the roadway <br /> and other items within the right of way, including sidewalks and traffic signals. This language is <br /> similar to past City-State agreements the City has entered into. <br /> 5. Clause 10 states that the Mayor will approve the plans and specifications for the paving project. <br /> City staff has reviewed the plans and specifications and has determined that they meet the <br /> requirements and needs of the City. The plans are on file in the Public Works Department office. <br /> SCHEDULE: The project is scheduled to begin in August-September 2014 and will be completed <br /> summer of 2015. <br /> POTENTIAL OBJECTION: None <br /> INPUT FROM OTHER SOURCES: Illinois Department of Transportation <br /> STAFF REFERENCE: Richard Marley, Public Works Director and Matt Newell, City Engineer. <br /> Richard Marley will be in attendance at the City Council meeting to answer any questions of the <br /> Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: Funding for the proposed project is available in the Motor Fuel Tax Fund. The <br /> agreement is for$105,029 with provision that the Council will appropriate additional funds if needed <br /> to cover the City's portion of the project. The Moto Fuel Tax Resolution is for$120,000 to provide <br /> $105,029 plus a $14,971 contingency. <br /> Staffmg Impact: The Illinois Department of Transportation will manage this project. There will be <br /> limited City staff involvement. The project is planned for a June 13, 2014 State letting with <br /> construction beginning fall of 2014. <br /> This memorandum was prepared by Matthew C.
