Marley, P.E., Public Works Director <br /> SUBJECT: Downtown Streetscape and Open Space Enhancement Program—William <br /> Street <br /> City Project 2014-14 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution awarding the contract <br /> for the William Streetscape Enhancement Project, City Project 2014-14,to Christy-Foltz, Inc., as <br /> the lowest, responsible bidder in the amount of$121,853, and that the Mayor be authorized to <br /> execute the contract, and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> • November 15, 2010—Council approved Ordinance Number 2010-79 which provided for <br /> the issuance of Four Series General Obligation Bonds of the City of Decatur and <br /> provided for the Levy and Collection of a Direct Annual Tax for the payment of the <br /> Principal and Interest on the Bonds. Funding for downtown capital improvements were <br /> identified for$8.76 million of the authorized bond. <br /> • April 4, 2011 —Council was given a presentation on the proposed Downtown Streetscape <br /> Improvement program in Study Session. <br /> • May 16, 2011 — Council approved Resolution R2011-69 approving a Project Labor <br /> Agreement (PLA) with the Decatur Building & Construction Trades Council, AFL-CIO; <br /> Mid-Central Illinois Regional Council of Carpenters; International Brotherhood of <br /> Teamsters and Chauffeurs Local#279 for the Downtown Streetscape Project and the <br /> Rehabilitation of Main & Franklin Streets from Cleveland Avenue to Wood Street. <br /> • 2011 to 2014—The City Council approved various streetscape contracts to design and <br /> complete streetscape projects for Main Street, Water Street, Central Park, and Franklin <br /> Street. <br /> Pagel <br />
