BACKGROUND: <br /> William Street Streetscape and Open Space Enhancement <br /> The demolition of the Barnes Building parking garage prevented the City from performing <br /> streetscape improvements on the south side of William Street between Franklin Street and State <br /> Street with the other streetscape projects. The parking garage has now been demolished and City <br /> staff prepared a design to install streetscape improvements to match those installed throughout the <br /> downtown and those planned for installation on Franklin Street. <br /> Bidding <br /> The project plans and specifications were prepared by the Engineering Division. This indicates that the engineer's <br /> estimate for the work is too low. It is difficult for designers to foresee the added costs incurred to <br /> mobilize for the small quantity of work that the William Street project entails. Rebidding the project <br /> would likely result in a higher estimate and nearly the same contractor bids. With a project this <br /> small, it is hard to make significant changes that will reduce the cost of the work. <br /> Christy-Foltz has satisfactorily completed street and sidewalk projects for the City. Staff <br /> recommends that the City Council approve a contract with Christy-Foltz, Inc., to perform the William <br /> Streetscape Project. <br /> SCHEDULE <br /> The project is scheduled to begin in May and will be completed in July prior to the Decatur <br /> Celebration. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: Funding for this project is allocated in the Bond Fund. The recommended low bid <br /> amount is $121,853. <br /> Staffing Impact: Staff time has been allocated to manage this project. <br /> Page 12 <br />
