R2014-27 ACCEPTING THE BID AND AUTHORIZING THE EXECUTION OF A CONTRACT FOR 2014 MISCELLANEOUS SANITARY SEWER IMPROVEMENT

maintenance. This project enables the City to perform rapid response work as sewer system problems arise and must be addressed quickly. Having unit bid prices in place for sewer repairs enables the City to move rapidly to address collapsed pipe or sink holes as they are located in the sewer system and before they turn into major public problems. This also reduces the number of emergency time and material repair contracts that must be brought before the City Council. If there are remaining funds near the end of the contract, work will include installing new manholes at various locations in the City to assist with ongoing maintenance work by providing better access for cleaning and inspection equipment. A map showing planned work is found in Exhibit 1. Public Letting Results The project specifications were prepared by the Public Works Department. The project was advertised Wednesday, March 19, 2014, and bids were opened on Thursday, April 9, 2014. The results for the letting are as follows: Compared to Engineer's Est. Bidder Bid Price Over/Under Entler Excavating Co., Inc. $282,864.00 (-5.64%) Barr and Robison Sewer &Excavating, $399,750.00 33.35% Inc. Engineer's Estimate $299,770.00 ---- Entler Excavating Co., Inc. has successfully completed numerous storm and sanitary sewer projects for the City and adheres to the prevailing wage rate requirements of the State of Illinois. Staff recommends that the City Council approve a contract with Entler Excavating Co., Inc., to perform the 2014 Miscellaneous Sanitary Sewer Improvement Project. STORM SEWERS: In past years, this project has been used to perform emergency repairs on the storm sewer system. However, due to funding limitations, no allocation for emergency repairs is included in this project. Should a storm sewer emergency arise such as a sinkhole, repair work will be accomplished under the City Manager's emergency authority. Some storm sewer related pay items were included in the bid to establish unit prices for common storm sewer emergency repair tasks. Costs for emergency repairs will be paid from the City's General Fund. POTENTIAL OBJECTION: There are no known objections to this resolution. Richard Marley will be in attendance at the City Council meeting to answer any questions of the Council on this item. BUDGET/TIME IMPLICATIONS: Budget Impact: Funding for this project is currently allocated from the Sanitary Sewer Fund. The Sewer Fund is supported by sanitary sewer user fees. Due to funding limitations, no funding for this project is allocated from the Capital Improvement Fund for emergency storm sewer work. The total project cost is $282,864. Page 12
