maintenance. This project enables the City to perform rapid response work as sewer system <br /> problems arise and must be addressed quickly. Having unit bid prices in place for sewer repairs <br /> enables the City to move rapidly to address collapsed pipe or sink holes as they are located in the <br /> sewer system and before they turn into major public problems. This also reduces the number of <br /> emergency time and material repair contracts that must be brought before the City Council. If <br /> there are remaining funds near the end of the contract, work will include installing new manholes <br /> at various locations in the City to assist with ongoing maintenance work by providing better access <br /> for cleaning and inspection equipment. A map showing planned work is found in Exhibit 1. <br /> Public Letting Results <br /> The project specifications were prepared by the Public Works Department. The project was <br /> advertised Wednesday, March 19, 2014, and bids were opened on Thursday, April 9, 2014. The <br /> results for the letting are as follows: <br /> Compared to Engineer's Est. <br /> Bidder Bid Price Over/Under <br /> Entler Excavating Co., Inc. $282,864.00 (-5.64%) <br /> Barr and Robison Sewer &Excavating, $399,750.00 33.35% <br /> Inc. <br /> Engineer's Estimate $299,770.00 ---- <br /> Entler Excavating Co., Inc. has successfully completed numerous storm and sanitary sewer <br /> projects for the City and adheres to the prevailing wage rate requirements of the State of Illinois. <br /> Staff recommends that the City Council approve a contract with Entler Excavating Co., Inc., to <br /> perform the 2014 Miscellaneous Sanitary Sewer Improvement Project. <br /> STORM SEWERS: In past years, this project has been used to perform emergency repairs on the <br /> storm sewer system. However, due to funding limitations, no allocation for emergency repairs is <br /> included in this project. Should a storm sewer emergency arise such as a sinkhole, repair work <br /> will be accomplished under the City Manager's emergency authority. Some storm sewer related <br /> pay items were included in the bid to establish unit prices for common storm sewer emergency <br /> repair tasks. Costs for emergency repairs will be paid from the City's General Fund. <br /> POTENTIAL OBJECTION: There are no known objections to this resolution. <br /> INPUT FROM OTHER SOURCES: None <br /> STAFF REFERENCE: Richard Marley, Public Works Director, Matthew Newell, City Engineer <br /> and Mary Cave, Civil Engineer II. Richard Marley will be in attendance at the City Council <br /> meeting to answer any questions of the Council on this item. <br /> BUDGET/TIME IMPLICATIONS: <br /> Budget Impact: Funding for this project is currently allocated from the Sanitary Sewer Fund. <br /> The Sewer Fund is supported by sanitary sewer user fees. Due to funding limitations, no funding <br /> for this project is allocated from the Capital Improvement Fund for emergency storm sewer work. <br /> The total project cost is $282,864. <br /> Page 12 <br />
