Noise Ordinance
The Union Street Sewer Rehabilitation Project will involve installing a cured-in-place liner in
portions of the deteriorated sewers. The lining process involves pulling a felt tube soaked with
resin into the sewer pipe. The felt tube is then inflated using heated water or steam until it is
pressed firmly against the wall of the pipe. The water in the tube is kept at a high temperature
until the resin cures and hardens to form a new pipe inside of the deteriorated pipe.
The heating/ curing process may take up to 24 hours in each pipe segment due to the size of the
pipe and the volume of water that must be constantly heated and circulated through the lining
tube to cure and harden the resin. This will mean that the contractor will need to run generators,
heaters and pumps, over night in some residential areas. The contract will require noise
reduction measures and work limitations to mitigate the level of noise but it will not be possible
to abate all noise through the overnight hours when curing of the new sewer lining must
continue.
City Code Chapter 48, titled NUISANCES, prohibits construction between the hours of 6 p.m.
and 7 a.m. in areas zoned "R" or"0-1" except in the case of necessity for public safety. Staff
considers this work necessary for public safety and work for this project will be allowed during
these hours.
City staff and BGM will work closely with affected residents throughout the duration of the
project to keep disturbances to a minimum. It is anticipated that the project will begin late
summer or early fall and be completed spring of 2015, depending on the circumstances of
construction.
PRELIMINARY SCHEDULE:
IEPA Approves the City's Facilities Plan February 4, 2013
Plans and Specifications Submitted to the IEPA April 21, 2014
City Council Approves IEPA Loan Agreement Anticipated April 21, 2014
Advertise for Bids June, 2014
IEPA Construction Permit Issued June, 2014
Pre-Bid Conference July, 2014
Bids Opened by the City August, 2014
City Council Receives and Approves Bids August, 2014
The Loan is Authorized by the IEPA September, 2014
Notice of Award Issued to Contractors September, 2014
IEPA Approves Bids and Authorizes Final Award September, 2014
Notice to Proceed is Issued to the Contractor September/October, 2014
Project Completion Spring 2015
Page 5
