APPENDIX A <br /> SUMMARY OF PRIOR COUNCIL ACTION <br /> • June 18, 2007- Council approved Resolution R2007-102 authorizing the City to enter into an <br /> agreement with Homer L. Chastain&Associates, LLP, to perform a traffic impact analysis <br /> for Core City Development at a cost of$75,000. The Decatur Urban Area Transportation <br /> Study(DUATS) reimbursed $45,000 of the cost. <br /> • October 21, 2010—Council approved Resolution R2010-202 authorizing and approving the <br /> Jurisdictional Transfer of North and South Route 51 (Franklin Street and Main Street) <br /> between Eldorado Street and Cleveland Avenue. The City is to receive$2,245,000 upon <br /> approval of the transfer by the State. The State requires that the funds be expended in <br /> accordance with Motor Fuel Tax requirements. The City received a$2,245,000 payment <br /> from the State on March 3, 2011. <br /> • November 15, 2010—Council approved Ordinance Number 2010-79 which provided for the <br /> issuance of Four Series General Obligation Bonds of the City of Decatur and provided for the <br /> Levy and Collection of a Direct Annual Tax for the payment of the Principal and Interest on <br /> the Bonds. Funding for downtown capital improvements were identified for$8.76 million of <br /> the authorized bond. <br /> • April 4, 2011 —Council was given a presentation on the proposed downtown streetscape <br /> improvement program in Study Session. <br /> • May 16, 2011 —Council approved Resolution R2011-69 approving a Project Labor <br /> Agreement (PLA) with the Decatur Building & Construction Trades Council, AFL-CIO; Mid- <br /> Central Illinois Regional Council of Carpenters; International Brotherhood of Teamsters and <br /> Chauffeurs Local#279 for the Downtown Streetscape Project and the Rehabilitation of Main <br /> & Franklin Streets from Cleveland Avenue to Wood Street. <br /> • June 6, 2011 —Council approved Resolution R2011-82 authorizing Change Order#1 to the <br /> agreement with Homer L. Chastain&Associates, LLP to provide a traffic analysis of the <br /> downtown street system. The Resolution authorized the expenditure of up to $12,000 which <br /> is added to the original agreement amount of$444,626.28 for a total of$456,626.28. <br /> • June 20, 2011 —Council approved Resolution R2011-94 authorizing an Agreement with <br /> Homer L. Chastain& Associates, LLP to provide preliminary engineering services for the <br /> Franklin Street portion of the Downtown Streetscape and Open Space Enhancement Program. <br /> The Resolution authorized the expenditure of up to $166,372. <br /> • March 19, 2012—Council approved Resolution R2012-55 authorizing an Agreement with the <br /> State of Illinois and R2012-56 authorizing an agreement with Homer L. Chastain& <br /> Associates, LLP for final design services for the Franklin Street portion of the Downtown <br /> Streetscape and Open Space Enhancement Program. The Resolution authorized the <br /> expenditure of up to $228,892, 80%of which will be reimbursed by the State ITEP grant for <br /> Franklin Street. <br /> • July 16, 2012—Council approved Resolution R2012-143 appropriating $80,000 in Motor <br /> Fuel Tax Funds to pay the City's 20% share of the preliminary and final design work for the <br /> Franklin Street Streetscape project. <br /> Page 15 <br />
