BUDGEUTIME IMPLICATIONS: <br /> Budget Impact: The total Franklin St. Streetscape project is estimated to cost $1,999,015. Of this <br /> cost, $1,287,017 will come from a$1.9 million Illinois Transportation Enhancement Program(ITEP) <br /> grant and $711,988 will come from City funds. See Table 1 above for a detailed breakout of the <br /> source of City matching funds. The construction project will be under the direction and control of the <br /> Illinois Department of Transportation who will invoice the City for its share of construction costs. <br /> It is proposed that $600,000 in Motor Fuel Tax funds be appropriated to cover the City's MFT <br /> eligible construction costs. It is estimated that $114,183 will be expended from the Bond Fund to <br /> cover MFT ineligible construction costs associated with installing festival power conduit and fiber <br /> optic conduit. <br /> An Agreement is proposed with Chastain&Associates, LLC to provide construction engineering <br /> assistance for a fee not to exceed $50,000. The City will pay for all engineering costs and the ITEP <br /> grant will reimburse 80%of these costs. An MFT appropriation of$10,000 is provided to cover the <br /> City's 20% portion. <br /> City staff with the Public Works Department will provide daily construction inspection of the project <br /> under the supervision of IDOT. The City's normal salary and material expenditures to conduct the <br /> daily inspection is estimated to be$175,375 from the General Fund, of which 80% ($140,300)will be <br /> reimbursed through the ITEP grant. <br /> Staffing Impact: Staff time has been allocated for managing the downtown streetscape work. <br /> This Memorandum was prepared by Matthew C.
