Marley, P.E., Public Works Director <br /> SUBJECT: Resolution to Award a Contract for 2014 Trenchless Long Lining Repairs <br /> City Project 2014-28 <br /> SUMMARY RECOMMENDATION: <br /> It is recommended that the City Council approve the attached resolution approving a contract in <br /> the amount of$494,259.00 for the 2014 Trenchless Long Lining Repairs Project, City Project <br /> 2014-28, with Insituform Technologies USA, LLC, as the lowest qualified bidder, and that the <br /> Mayor be authorized to execute the contract and the City Clerk to attest. <br /> PRIOR COUNCIL ACTION: <br /> The City Council approved the FY 2014 Capital Improvements Plan which allocated funds for this <br /> project. <br /> BACKGROUND: <br /> Sanitary Sewer Priorities <br /> Under the direction of the City Council, the Public Works Department has established four <br /> priorities to improve the City's sanitary sewer collection system as defined in the Sanitary Sewer <br /> Master Plan. <br /> 1. Critical Large Diameter Sewer Rehabilitation. <br /> 2. Sanitary Sewer Overflows Due to Inflow and Infiltration. <br /> 3. System Operation and Maintenance <br /> 4. Small Diameter Sewer Rehabilitation <br /> The 2014 Trenchless Long Lining Repairs project primarily addresses priority number 4 by <br /> repairing deteriorated sanitary sewer pipes. Secondly, the lining work also addresses priorities 2 <br /> and 3 by decreasing the amount of ground water infiltration into the system and reducing the <br /> operation and maintenance costs in the system. <br /> 2014 Trenchless Long Lining Project <br /> The purpose of this project is to repair structural deficiencies in the sanitary system with a <br /> minimum disruption to service and disturbance to the surface. Structural deficiencies include <br /> broken and missing pieces of pipe, offset pipe joints and voids. All of the project locations were <br /> derived from the annual televised inspection reports. <br /> Page I 1 <br />
