The trenchless long lining process involves the insertion of a resin saturated felt liner from manhole <br /> to manhole that hardens to repair the damaged pipe. Long lining the pipe repairs the entire pipe <br /> segment from manhole to manhole. Long lining is the most cost effective approach for pipes that <br /> have many structural deficiencies or significant damage. Once the lining is in place, it is pressed to <br /> fit tightly against the walls of the sewer pipe by either water or air pressure. The liner is then heated <br /> to activate the resin system, causing the pipe lining to cure and harden, thereby forming a new <br /> structural pipe within the old damaged sewer pipe. During this process, excess resin is forced into <br /> cracks,joints and irregularities of the old pipe, resulting in a bond between new and old pipe. When <br /> curing is complete, private lateral lines are re-opened using a remote controlled cutting tool. <br /> The 2014 Trenchless Long Lining Repairs Project included a base bid of lining approximately <br /> 15,000 lineal feet of 8", 10", 12", 15", and 27" sanitary sewers. The work also includes lateral <br /> reinstatement, video inspection, sewer cleaning, mobilization and traffic control. There was a bid <br /> alternate included within the project to line the Old Wikoff Sewer, located near the 400 block of <br /> South Edward Street. The Old Wikoff Sewer is tributary to the Union Street critical sewer but is <br /> not included in the Union Street Sewer rehabilitation project. <br /> Project Bid Review <br /> The project plans and specifications were prepared by Engineering Division staff. The project was <br /> advertised February 5, 2014, and bids were opened on March 5, 2014. Insituform was founded in 1971 and, since then, has lined enough pipe to circle the world. <br /> Recently, Insituform successfully completed the 2012-28 Trenchless Long Lining project for the <br /> City and is completing Division B and Division C of the Lake Shore Drive Sewer Rehabilitation <br /> project. <br /> Staff recommends that the City Council approve a contract with Insituform Technologies USA, <br /> LLC to perform the 2014 Trenchless Long Lining Repairs project. <br /> Page 12 <br />
