McCrady, City Manager <br /> Richard G. Marley, P.E., Public Works Director <br /> SUBJECT: Ordinances Authorizing the Installation of Stop Signs at the Intersections of <br /> S. 21st Street/E. Whitmer and S. 21St Street/E. Moore <br /> SUMMARY RECOMMENDATION: <br /> It is recommended by Staff that the City Council approve and that the Mayor be authorized to <br /> sign and the City Clerk to attest to the following items: <br /> 1. An Ordinance establishing a stop intersection at S. 21St Street and E. Whitmer Street <br /> facing E. Whitmer Street. <br /> 2. An Ordinance establishing a stop intersection at S. 21St Street and E. Moore Street facing <br /> E. Moore Street. <br /> BACKGROUND: <br /> On October 23, 2014,the Traffic &Parking Commission approved a request from City staff <br /> recommending that stop signs be installed at the intersections of S. 21st Street and E. Whitmer <br /> Street with the stop signs facing E. Whitmer Street and S. 21 st Street and E. Moore Street with <br /> the stop signs facing E. Moore Street. <br /> Staff recommends that stops signs be installed as a result of a traffic study performed by the <br /> Public Works Department showing a high accident rate within the past three years occurring at <br /> these two intersections that should be correctable with traffic control. The high accident rate <br /> combined with poor sight distance indicates the need for stop signs. <br /> The Traffic and Parking Commission's recommendation is attached with the ordinances for <br /> Council's review. <br /> SCHEDULE: Installation is normally completed within 10 days of Council authorization. <br /> BUDGET AND STAFFING IMPLICATIONS: Budgetary impacts are a roximately$500 <br /> for the installation of the requested signs and pavement markings and approximately 3 hours of <br /> staff time to make and install the signs. <br /> Page I I <br />
